　　据报道，印度陆军少校力图尔•戈戈伊目前正在接受调查，他之前在印控克什米尔地区曾经将一名26岁男子绑在一辆陆军吉普车上，让其当做“人盾”，为一个车队开道。这段视频也在网上曾一度疯传，引发巨大争议。戈戈伊目前正因此事而接受调查。

　　但尽管如此，上周印度陆军却授予其“陆军参谋长表彰奖”，以奖励其在“平息骚乱行动中付出的持续努力”。

　　绑架事件的受害者22日接受半岛电视台采访时表示，被绑的6个小时让他身心受到创伤，无法从事现在的工作。该男子称印度的军方奖励了那名军人，表明陆军“支持压迫和不公”。

　　尽管印度陆军发言人拒绝对该名军官面临的指控做评论，但警方表示调查仍在进行中。

　　克什米尔地区一名人权活动人士说，这种嘉奖意味着印度军方将酷刑视为克什米尔地区平息骚乱行动的一部分，人们在克什米尔可以为所欲为却不用受到任何惩罚。
