据中国消费者协会官网消息，近期，中国消费者协会通过综合分析投诉信息发现，在多起平板电视屏幕受损的消费纠纷案件中，有经营者认为消费者在验货时已经确认商品质量没有问题，因此推定属于人为损坏而不予以保修并要收取维修费用，有的消费者因此被收取了全额或者部分的换屏费用。
　　针对电视屏幕破碎受损问题，中国消费者协会向经营者和消费者提出如下消费警示：
　　一、经营者在送货、安装、调试环节应确保电视屏幕等无损，消费者在接收产品时应确认电视屏幕是否完好，发现破损时消费者应拒绝签收。此外，消费者应尽量避免自选第三方物流进行配送、安装、调试、维修，否则发现屏幕破损等问题后，难以界定责任方。
　　平板电视的屏幕由多层部件构成，其中基板为薄玻璃材质，最容易受损。因此，为保障屏幕完好无损，应当正确搬运安装。
　　二、经营者对于电视屏幕的特性和易受损的情况，应当向消费者作出真实的说明和明确的警示，并标明正确使用该商品或者接受服务的方法，防止危害发生。中国消费者协会认为，电视屏幕受损有多种可能，对于非因消费者不当使用造成电视屏幕损坏，经营者应履行“三包”义务对消费者权益负责。
　　三、技术手段可以对电视屏幕因明显外力原因受损做出鉴定确认。即通过屏幕表面的受力点、凹（磕）痕、典型的星状发散碎裂纹或者局部漏液等痕迹来判定是否由于外力原因造成的屏幕受损。当发生争议时，经营者应当承担举证责任，由第三方检测机构在符合取证要求的条件下进行检测鉴定。
　　四、消费者应了解电视屏幕易受损的特性，掌握使用方法，正确使用商品，避免由于使用不当或撞击、挤压、按压等外力原因造成电视屏幕损坏。消费者发现质量问题要主动维权，中国消费者协会倡导经营者做出高于《消法》和“三包”规定的服务承诺，对于不落实《消法》义务，无理拒绝消费者诉求的经营者行为，消费者协会将通过多种形式维护消费者合法权益，必要时支持消费者提起诉讼。
