“中国是世界水库大坝数量最多的国家，水库大坝安全风险不可掉以轻心。”
　　“下一步，国家将合理布局西部和中东部水电开发，西南地区以川、滇、藏为主，以重大项目为重点，结合售电市场和外送通道建设，积极推进金沙江水电基地建设。”
　　据中国能源报11月9日报道，11月9日至10日，“中国大坝工程学会2017学术年会暨大坝安全国际研讨会”在湖南长沙召开。来自20多个国家和地区的700余名专家、学者围绕我国水库大坝建设和水利水电发展的新形势，结合行业普遍关注的大坝安全、绿色发展、智能发展等热点问题进行了研讨。
　　傲立世界坝工领域前沿
　　水利部副部长周学文在致辞中表示，中国是水害灾害频发国家，也是一个能源短缺的国家，水库大坝统筹防洪、发电、供水、灌溉等功能，是保障人民生命财产安全，保障经济发展的必然选择。1949年，新中国成立后，我国开展了大规模的水库建设，取得了令人瞩目的成就，已成为世界上拥有水库大坝数量最多的国家。特别是近年来，中国水库大坝发展进入了一个新的阶段，即200米、300米世界级的高坝大库在我国建设并投入运行，攻克了高库大坝建设管理中的一系列难题，走在世界坝工领域的前沿。

　　国家能源局安监司副司长李泽介绍，从水电建设运行情况看，2016年，我国水电装机已达3。3亿千瓦，占总装机的20，发电量1。17亿千瓦时，占总发电量19。“十二五”时期，新增水电投产容量1亿千瓦，年均增长8。下一步根据我国能源资源分布特点和开发现状，将合理布局西部和中东部水电开发，西南地区以川、滇、藏为主，以重大项目为重点，结合售电市场和外送通道建设，积极推进金沙江水电基地建设。西北地区要适应能源转型发展需要，优化开发黄河上游水电基地开发，中东部地区优化开发剩余水能资源，充分发挥水电调节作用。
　　安全风险不可掉以轻心
　　与会也提醒，傲人成绩背后的挑战与风险不容忽视。看到成绩的同时，也需要清醒认识到，除了环境、环保、移民安置、开发效益条件约束外，安全问题也将是制约世界水利水电健康发展的重要因素。水电站大坝一旦坍塌将对下游人民生命财产带来不可估量的损失。
　　“目前，我国水库大坝面临大坝数量多、气候变化、建设条件复杂等多重因素带来的风险。”水利部原副部长、中国大坝工程学会理事长矫勇表示，我国已拥有水库大坝9。8万余座，是世界上拥有水库大坝最多的国家，其中95以上为土石坝，95以上是上个世纪80年代以前建设的老坝。同时我国也是世界上拥有200米级以上高坝最多的国家，目前世界建成的200米级以上高坝77座，我国有20座，占26；在建的200米级以上高坝19座，我国就有12座，占63。虽然近10年来我国进行了大规模的病险水库除险加固，但水库大坝数量多，土石坝多，出险的几率就高，对安全风险绝对不可掉以轻心。

　　目前，我国200米级以上高坝主要集中在西部地区，高海拔、高地震烈度、高边坡、地质条件极为复杂。主要分布在黄河、金沙江、雅砻江、澜沧江、大渡河等大江大河，河流水量充沛，水能资源富集，大地下厂房、大流量泄洪、大机组发电、高速水流消能成为常态，对水工建筑物的安全性、稳定性、耐久性要求十分高。“如此密集地建设一批200米级高坝，在世界筑坝史上前所未有，许多勘测设计和建设管理中的技术难题，可能是第一次遇到，稍有不慎就可能埋下安全隐患。”矫勇表示。
　　此外，会上有专家表示，我国梯级开发的江河众多，在规划阶段没有从流域安全的角度充分考虑梯级开发中各级水库大坝的坝型和库容，没有充分考虑溃坝产生的流域安全风险传播和风险阻断，这就要求梯级开发中的高坝大库必须做到绝对安全。矫勇认为，必须认识到高坝大库安全是百年大计、千年大计，容不得半点马虎。要牢固树立安全第一、质量至上的观念，严谨设计、精心筑坝、安全运行，主动化解各种大坝安全风险，使每一座水库大坝成为放心工程。
　　需更重视江河生态系统保护
　　众所周知，在江河上修坝建库，调蓄江河径流，不可避免地会对江河生态系统产生影响。
　　矫勇介绍，修建坝库对生态的影响主要表现在两个方面。一是梯级开发产生的江河生境碎片化。比如，金沙江中下游1326公里干流河段，目前建成和在建水电站11级 ；大渡河长1060公里，仅干流上就建成10座大型水电站。在这些河段上，水库大坝蓄水改变了河流天然径流过程，改变了泥沙传输过程，河流水温发生较大变化，鱼类回游通道受到阻隔，水生物系统的生存与发展均受到不同程度的影响。
　　“二是在江河上修坝建库，必然产生供水、发电等经济用水和河道内生态用水的矛盾问题。尤其是年调节和多年调节的水库、中小河流上的水电站对河流生态流量影响较大。”矫勇表示，如果不能处理好生活、生产、生态用水关系，过度强调蓄生活生产供水，往往会牺牲河流生态流量。我国南方中小河流上建设的大量中小水电站，因建设年代早，往往没有下泄生态流量的放流设施，枯水期难以保障河流生态流量。引水式水电站对河流生态流量影响更大，减水河段经常脱流，严重损害河流生态系统。
　　“所以，要更加重视江河生态系统的保护，使水库大坝不仅成为防洪、供水、能源的重要保障，更要成为江河生态廊道的重要载体。”矫勇说：“坝工建设者不仅要在规划、设计、建设阶段把保护江河生态系统作为重要任务，运行阶段更要把提升生态系统的质量和稳定性作为自己的重要职责，通过科学调度构建美好江河生态廊道。”http ：neos xinhuanet。comindex。html
