近日，位于江宁竹山路地铁站附近的一家小区连续爆发两次业主维权，据记者了解，矛盾的核心问题是小区停车费大涨价。“小区车位不够停，地下车库停车费又突然从100元月猛涨到了300元月，我们接受不了。”该小区一位业主告诉记者。

　　在记者来到这家名为东渡国际青年城的小区后，业主李清（化名）告诉记者，小区2010年才基本交付完毕，“刚开始入住率较低，停车问题不大；但大量业主入住之后，停车位就比较紧张了，小区物业还经常放一些外来人员临时停车，但真正促使业主维权的是近期停车费涨价，原本地下停车位一个月只要交100元，物业单方面通知9月要涨到300元月，绝大部分业主接受不了，又没有业委会去交涉，只好维权了。”
　　记者在小区里看到，路面上的消防车位上写着大大的“禁止停车”字样，却停满了业主的车；小区东门两边也停满了车辆，不少车辆所停位置并未划车位，838路公交车站牌周围也被不少私家车占据，公交车无法靠站。
　　业主张先生告诉记者，今年6月，小区物业对地面车位进行摇号，摇中的业主每年要一次性交1200元停车费；没有摇中的9月开始则要掏300元月。“被摇中并不是说就有车位可停，实际上，地面车位谁都可以停，摇到号的人可以停，外来人员可以停，交300元的也可以停，物业也不管，因此，即使摇中号，停车位也不能保证。”

　　停车费为何突然涨价？负责该小区物业管理的莲花物业经理黎富昌告诉记者，主要原因是开发商开始“收租”了，“小区从2009年开始交付，刚交付时开发商与物业公司约定：为补贴物业公司开支，小区交付2年内，地上地下停车位都收100元月，开发商不另外收租金。但实际上这个标准执行了5年，今年8月份，原来部分开放的地下机械车位可以全部投入使用了，才准备涨价的。”
　　他向记者出具了一份江宁区物价局的批复文件。“在2014年11月6日，受开发商委托，物业向江宁区物价局提交了停车位上涨的申请，并得到批复：室内机械式立体车库租用车辆每辆每月300元。”据了解，这300元中，有190元是交给开发商（产权所有人）的租金；另外110元是物业的管理服务费。
　　那么涨价前，物业是否公示过呢？据黎经理透露，“今年3月，物业进行了启动地面摇号的咨询，但小区业主并不够重视；8月，物业公示了物价局的批文并宣布9月涨价，才引起了业主们的关注与反对。”
　　对于业主普遍反映的“停车难”问题，黎经理告诉记者，“实际上小区内部的车辆只有900多辆。等到地下机械车位完全开放后，加上地面的车位，1000多个停车位完全足够。”他表示，很多业主不愿意下地下车库，一是业主停地上图个方便，二是业主担心进机械车位时会碰擦到车子。对于“外来车辆占用车位”一说，黎经理表示否认，“目前周边的小区并不多，外来车辆多是小区业主的亲戚、朋友临时停车，在小区的停车时间并不长。”
　　江宁区物价局：租金符合规定
　　机械停车费最高收400元月
　　小区停车费价格暴涨2倍，是否符合相关物价规定呢？江宁物价局宣传部的一位王姓负责人告诉记者，“东渡国际青年城地下机械车位300元月的租金标准，是符合市物价局相关规定的。”
　　据他介绍，从2014年1月1日开始，江苏开始执行新出台的《物业服务收费管理办法》，停车费由汽车停放费和租金两部分组成；去年出台的《南京市停车收费管理规定》明确了市住宅物业管理区域停车收费标准：露天车位汽车停放费100 180元月，室内车位汽车停放费50 80元月，车位租金≤270元月，机械车位汽车停放费≤130元月，车位租金≤270元月。这意味着，普通住宅的机械车位最高可以收费400元月。
　　该负责人指出，“业主之所以不能接受这个标准，首先是对物价政策不了解；其次是此前的收费标准比较低，涨幅太大，心理上难以接受。”他表示，很多开发商在小区入住率不高时，为鼓励业主入住停车费定得很低，等到入住率高了之后再把收费价格涨上去。“小区停车位的定价标准，一是物业公司的招投标，二是小区业主委员会与开发商、物业协商，政府的指导价比较宽泛，只要在定价范围内，在法规上物价局是认同的，不好直接参与或干预。”
